George practices in the area of environmental law, including contaminated site cleanups, environmental permitting, solid waste and hazardous waste permitting and management, environmental regulatory violations and other disputes, and renewable energy initiatives including solar energy projects. He has significant experience in land use and zoning issues and litigation.

George advises clients on complex transactional and regulatory environmental issues, including those associated with the investigation and remediation of environmental contamination, A-901 solid waste licensing, and sustainable development. His work encompasses the management of environmental issues in real estate and business transactions, the oversight of transactional due diligence activities, and the drafting and negotiation of contracts. He assists clients with risk management counseling and in achieving compliance with obligations under federal and state statutes including the New Jersey Industrial Site Remediation Act (ISRA), the Spill Compensation and Control Act (Spill Act), and the federal Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). He also provides guidance on issues associated with development in New Jersey’s wetlands and flood hazard areas and advises on permitting requirements under Title V of the Clean Air Act.

George advocates on behalf of clients with regulatory agencies including the New Jersey Department of Environmental Protection (DEP) and coordinates activities with environmental consultants, Licensed Site Remediation Professionals (LSRPs), title companies, insurers and other professionals. He also represents clients in adjudicatory hearings, regulatory inspections and related enforcement actions. 

As a litigator, George has appeared in state and federal courts, at arbitration hearings, and before municipal planning and zoning boards. His experience includes cases involving environmental, energy/renewable resources, sustainable development, land use, and real estate issues, as well as resolving commercial and business disputes.

  • The firm’s ongoing representation of a powerhouse entity in New Jersey and New York’s commercial real estate sectors includes negotiating rooftop solar leases and transmission easements for community solar projects and advising on regulatory compliance and project development across the client’s commercial portfolio.
  • Represented a global medical equipment manufacturer in environmental permitting, ISRA compliance, and international corporate reorganizations, including resolution of Clean Water Act disputes resulting in $20–$50 million in avoided compliance costs.
  • Representing a publicly traded telecommunications company and its affiliates in developing a landfill-based community solar facility in Voorhees, securing NJDEP, NJBPU, and utility approvals and managing complex interconnection and waste-law compliance issues.
  • Advising a commercial facility services company and private equity investor on A-901 licensing and regulatory compliance in connection with acquisitions and expansion of solid waste and mechanical services businesses in New Jersey.

Published Cases

  • In Stahl v. Bauer Auto., Inc. (2019), secured summary judgment on behalf of the defendant, an automotive repair facility, dismissing federal environmental liability claims asserted by a neighboring landowner under CERCLA. The ruling by the U.S. District Court for the District of New Jersey eliminated cleanup liability and litigation exposure for our client.
  • In Morgan Stanley Services Corp. v. NJDEP (2011) before the New Jersey Appellate Division, successfully reinstated a favorable No Further Action (NFA) determination for a corporate client after the NJDEP improperly rescinded approval, preserving the client’s ability to proceed with redevelopment and avoid additional remediation obligations.
